Villain is VP28, aggressive, and raises reflop 5% of the time.
I didn't notice any odd play from him until this hand and I couldn't figure out what he might have been thinking. Min raise pre-flop. Strange reraise on the flop. If the flush scare card didn't come I'd have stayed in the hand. Do you fold here or come back over to test again since his reraise was so small?

I think he has AK or minraised a suited Ax for 2 pair on the flop. 3betting makes postflop easier, but I sometimes just call after so many callers as well. Fold to his 3 bet on the flop though, your hand is well defined as TP with a decent kicker and he doesn't care. Turn fold is standard, calling with AK would be questionable. He could also have minraised a small pair and have a set.

I'm stumped about something. I'm not sure I know what you mean by "3 bet."
Do you mean to raise him back 1 increment? If I raise him back 1 dollar he's either going to call or reraise. I'd say there is a higher chance he's just going to call based on the min-raise he started out with. If he calls or reraises another tiny amount I don't see how that tells me anything. I'm thinking that if I reraise pre-flop I have to do it for at least 3 or 4 dollars if I'm going to get any worthwhile information.

A 5% raise rate gives him exactly that range: AK, AA, KK, QQ.
He has AK because he knows AK is a drawing hand and he doesn't want to get crazy with it.
I thought that too, but figured that I should open up his range because of that useless .50 raise. Who does that?

It could have been a mistake, a sudden loss of consciousness, unconscious fear from previously losing with AK, any number of things.
No, do you raise less than a normal amount based on your hand?
That's a great way to set patterns that your opponent can read. I played against a guy who raised according not on the table conditions but on the strength of his hand. That's very easy to read.
I don't open up his range because he minraised. It doesn't mean anything either way.

By three bet, I mean raise to $3.50 or $4 to see what happens and take control.

what happens is that he will re raise or call with AA
anybody fold AQ here preflop given his tight range?
i dont think its a bad decision. clearly, you aren't comfrotable with TPGK so why bother calling in the first place

I fold AQ a lot, actually. AQ is the lower range of a lot of peoples' raising ranges here so you're often dominated / coinflipping to win the hand.
Having said that, I often raise with AQ.
Here, I do not fold AQ because his raise is so insignificant. Even though I am almost positive he has AK here, I have good odds to call for a Q high flop or something like that.

I dont play full ring but I always reraise (3bet) preflop with AQ even against a nit just to get initiative and a better feel, at fullring maybe you can find a fold. Postflop if you think he only raise the top hands its probably better to just call flop bet and reevaluate turn, you also get to play a smaller pot wich is good for top pair. Also you dont gain anything from this raise, he will probably fold JJ-KK while if you call he might bet again turn or you can induce a bet at river.
