Villain raises $3 every hand

Ok, it's NL25, and you've got a moron who makes a $3 raise almost every hand. His stack is about $15, and yours is $25.
What do you do?

Tighten up and wait for him to give you all his money.
Put him all in preflop with something better than he has.
Push the edge you get by knowing his play.
Same as every player

I find that one maniac at a table makes everyone else act a lot looser, so you get paid off fully with a big hand.
It might be a good player just blowing off steam at a low limit, I find it funny that villian raises exactly 12x BB each hand, it would be fun to watch who is the first to chance their arm and play back at you.

So don't call him, except maybe with AA/KK to get his stack if he continues aggression postflop. Push or fold.
