Okay my thoughts on each street: preflop call is a no brainer with A2 and two high cards. On the flop, I have a wrap straight draw (any 9, Q, K or A gives me the nut straight). With a rainbow I am hoping I can get someone with 89 to call and get in with the second best. I also have a backdoor nut low draw. So I bet almost the pot.
The turn comes 7s. Not a great card. Now there is a spade flush draw on the board and anyone with 89 now has a straight. However, I still have 10 none spade outs to the nut straight (I hold the Ks) and 15 outs for the nut low. These outs are also not redundant, however, only the 10 straight outs are scoop outs. The low outs will give me half the pot but I know I am behind to an 89 on the turn. Worst case I can get quartered for low. So should I raise here? I have 10 outs to the pure nuts (which will give me the whole pot). Over half the deck gives me some part of the pot. The only cards I really don't want to see are spades. Virtually any other card is a good one for me.
So the river comes, and I think I should have raised the turn. Regardless, I have made the nut low. I have to call because the odds are too good to pass up half the pot, even though the BB already called and I have no chance for high.
I think raising the turn gets me a more action on the river if I make the nuts, and might be enough to get the SB out (which be VERY good if he had A2).

I disagree with your thinking that SB would fold on the turn. SB called the flop which probably means he called with something more than a low draw. Maybe something marginal like top & bottom pair. SB is going nowhere with this flop texture.
That being said I think turn can go either way, bet or check. A bet gets more money in the pot with a big draw going and a lot of cards to escape with. A check allows you to hit for free.
I would consider raising the river. I think you have the low half to yourself.
