Villain is 31/15/4.3 and seems to be in semi-spew mode, but that's a suck flop to get called on, yes?

That's a really dumb bet he has made there.
Sounds like you have a bit of a read on villain. Without reads I bet the turn, the check doesn't gain much, but he has made a dumb bet and pissed away the advantage he could have gotten by making a reasonable bet or checking behind.
C-R is obviously bad, even though he could be weak you are pretty transparent in that case. I think this is a clear call, and would put villain on JJ.

I fold, you're OOP against him, you C-bet a dangerous flop and it didn't work. $6 is 6 big blinds, you can't really call any bet on the river, its a shit small bet from a bad villian but you just aren't ahead of anything apart from a bluff.
Ug if you put him on JJ why would you call, you're not going to bluff him off the river?

Seriously. 6 to 1 odds. If I folded every time I had these odds I'd be dead broke by now.
You have to at least call.

At this limit, a lot of your plays are read dependent, so I can see
call turn / check fold river
call turn / bet river
call turn / check raise river
Depending on villain.
The only thing I can't do is fold.

SO you at least call, he bets 10 dollars on the river and you call so now u have 16 dollars going in when you're like 95% sure you are behind
I just don't think this is a bluff even 16.67% of the time

Well, I'm glad you people can't agree either. What do you mean that was an "ok" cbet? You don't cbet here or you bet more or less? It seems pretty standard to me, no?

I think I'd pop it a little more PF to 10 or 12.
I hate this spot on the turn. You can c/c him down if you want but it's pretty doubtful you are ahead, and even if he's on JT or w/e he might still bet strong if checked to on the river if he misses. Ugh, I feel ya I hate these spots.

I also think you severely underestimate the level of donkness at these levels. It's pretty standard for a villain to turn over complete air here.

Folding is fine on the turn, odds are irrelevant since you have to call another bet on the river where he likely won't give you the odds to call if he's bluffing, or he'll check behind with a JJ or AQ like hand that still beats you.
Calling is the worst option for me because of what it says about your hand. I also don't know if you can bluff him off something marginal now, I think it's really unlikely in fact.
Check/folding flop is ok as well. You don't have to c bet everytime you raise pre, and you don't have to win every 3 bet pot you're in.

This screams big hand to me. He's gave u odds on a draw hand but to me it looks like he flopped a set, KQ or maybe he's slow playing AA and is trying to milk it.
worst case you smush a 9 on the river and he stacks u with QQQ.
