Villain making the super big raise is something like 30/15/1.6 over 100+ hands. I found this to be a very very tough spot for me, almost a coinflip between push and fold, that agg factor being so small was really throwing me.

Yeah, I think the thing that inclines me towards a call is that you have position on him on the river. He will sometimes have a worse 2 pair here as well like Sfu mentioned. Folding is ok as well though, but bear it in mind in future hands. Raising is obv terrible as I imagine few worse hands call you., he def cannot call you with a draw on the turn if you shove, well, shouldn't.

If I just call the turn, the pot will be over 30 and he will have about 15 behind on the river. Can we realistically expect the rest won't go in regardless of the river card? That's why I think it's either push/fold on the turn, it's going in most likely on the river if I just call anyway, and in the off chance it's a poorly played combo draw or something (very unlikely) then I charge him to draw also.

It's definitely not a fold. I can't agree with you about the river either. A player (read: donkfish) with low aggro will not always put the stack in on the river. This thinking will only lose you money. Don't overestimate the competition, don't underestimate, just use your best guess. With 15 behind and over 30 in the pot this does equate to them pushing the river with any 2. To us, it might: we are not raising the turn like that without planning on pushing the river if called, regardless of the card. However they may go for a c-r or even c-f.
Finally, I think this hand would have a showdown. Check your PT for their cards?
