You're thinking backwards hiho. Your odds of improving are 4.5 to 1 but your odds to call are 3.25 to 1. Your odds to call have to be better than your odds to improve.

You're not getting odds to improve. You're calling because you think you have the best hand 1/(3.25+1) percent of the time.

If the odds were different these ratios might not be satisfied.
