Ok... now what

Alright, playing some unlimited texas hold them. Not used to playing this low but have very little monies (sigh.) Get a decent flop for free from the blinds, a two-way draw, so I decide to play it fast and hopefully have some fold equity to add to my already great odds to hit.
Villain is uber-passive, 58/0/.7 over 26 hands, he could have anything, but he's not a complete station post-flop so I doubt he has nothing.
PokerStars No-Limit Hold'em, $0.05 BB (6 handed) Hand History Converter Tool from FlopTurnRiver.com (Format: FlopTurnRiver)
Button ($3.18)
SB ($5.75)
Hero ($5.53)
UTG ($11.90)
MP ($7.05)
CO ($2.78)
Preflop: Hero is BB with K
, 9
.
UTG calls $0.05, 1 fold, CO calls $0.05, Button calls $0.05, 1 fold, Hero checks.
Flop: ($0.22) 8
, 7
, 5
(4 players)
Hero bets $0.15, UTG calls $0.15, CO folds, Button folds.

(2 players)
Hero bets $0.35, UTG calls $0.35.
River: ($1.22) 9

Here's how the hand played out, I expected him to make a small bet, and call and lose to straight. If he checked behind I figured it was mine. Neither happened, he was seriously this passive:
River: ($1.22) 9
(2 players)
Hero checks, UTG checks.
Final Pot: $1.22
Results in white below:
Hero has Ks 9s (one pair, nines).
UTG has Td Ts (one pair, tens).
Outcome: UTG wins $1.22.
