I have not tried it yet, but, since there are no fees while it is empty, it looks good enough to have as another option. I will sign up for it.

Epassporte seems just as good. Fees are comparable but Epassporte doesn't have a monthly fee at all for the first year. Then I think I read somewhere that they have an annual fee after the first year for like $5.

No, but the other fees are horrible. Stars' page is unclear about them covering the fee, so you may end up paying 4% in both directions. If you want to empty it, you'd need to use an ATM, which can be another buck or two.
