BigOilSlick had been weak-tight so far and was capable of making a laydown. Since he got his big stack he had min raised a few times so I interpret his raise more as weakness than strength. I probably have some fold equity and moving all in here will make the table less likely to raise my blind. Is moving in here too risky against the big stack? Is flat-calling and moving in on a K or Q high flop an option?

At this point in the tourney and given your read on the player, I would move in every time and twice on Sundays. Your chip stack is dwindling and compared to the blind levels, you have two moves, All-In and Fold.
K-Q suited is a quality hand with 4 left, you gotta push it.
